# Criterion B.1 - Training on energy, climate and transition issues

The Bilan Carbone® method is based on a certified training programme, one of whose intrinsic objectives is to build competence on energy, climate and transition issues. Candidate tools are therefore also required to ensure that the project lead carrying out the GHG emissions assessment (whether an internal user or a client) builds this competence.

Accordingly, the assessment will examine the extent to which the candidate tool promotes a pedagogical narrative starting from the observation of climate change caused by anthropogenic GHG emissions and leading to the need to reduce the GHG emissions of an organisation, a project or a product in order to address transition risks, among others.

If these elements for building competence on energy, climate and transition issues are not found within the candidate tool and are not directly accessible to auditors, they must nonetheless be justified in a concrete manner. It is therefore incumbent on the owners of the candidate tool to provide all elements that can substantiate this competence-building approach.
