# Criterion B.3 - Mobilisation of internal stakeholders

A successful Bilan Carbone® approach also requires raising awareness and building competency on energy, climate and transition issues among internal stakeholders (employees, managers, executive teams). Indeed, beyond the relevance of reduction actions, the success of a low-carbon transition relies on findings, challenges and objectives that are shared and understood by all.

Internal stakeholders are considered to include all collaborators of the organisation carrying out a Bilan Carbone®. This may include people actively involved in the approach, such as contributors during data collection, managers responsible for reduction actions or coordinators within the executive team, but also people not involved in the approach.

Candidate tools will be expected to justify elements of awareness-raising and/or competency-building for all of these internal stakeholders. These mobilisation and awareness-raising sessions for internal stakeholders may take the form of expert support, or the provision of adapted resources to be used by people less familiar with energy and climate topics.

Furthermore, particular attention will be paid to the messages directed at managers and executive functions, in order to ensure that the candidate tool seeks to engage them in a lasting manner on the subject of low-carbon transition.
