# Criterion C.2 - Quality, relevance and completeness of the action plan

The action plan is the operational roadmap of the transition plan. It brings together all the actions and specific measures that will be undertaken by the organisation following the completion of its carbon accounting. They must be consistent with the overall objective the organisation decides to adopt. These actions must be achievable within the framework of maintaining or transforming the organisation's activity.

It is therefore assessed here whether the candidate tool seeks to trigger structural actions, to encourage the user to build an action plan that is coherent with their emission profile, and more broadly how the user is led to build a relevant low-carbon transition strategy.

To do so, the tool may be prompted to encourage the user to choose actions that make sense with regard to their emission profile.

Several types of action can contribute to a complete transition plan:

* Immediate actions: short-term actions to launch the transition plan and motivate teams. These actions can be implemented without major difficulties and within a short timeframe
* Priority actions: short and medium-term actions that enable a significant reduction in emissions, as they directly concern significant emission categories
* Strategic actions: medium and long-term actions concerning the overall strategy and business model of the organisation, which therefore enable a significant reduction in the organisation's carbon and economic vulnerability
* Process improvement actions: actions to take a step back from the Bilan Carbone® that has been carried out. This may concern the assessment of compliance with Bilan Carbone® principles, improving data collection to achieve greater calculation accuracy and reduced uncertainty, increasing maturity levels, and mobilising internal and external stakeholders in the process.
* Adaptation actions: short and medium-term actions to adapt to the consequences of climate change in order to ensure the resilience and survival of the organisation. They address the issues raised by risk identification.
