# Criterion C.5 - Definition of monitoring and steering indicators

If the Bilan Carbone® method concludes upon the validation of the transition plan developed based on the emission profile and activity of an organisation, it incorporates the definition of indicators to monitor that plan throughout its implementation. Monitoring aims to ensure that actions remain aligned with the emission reduction objectives expected by the organisation. This monitoring must be periodic and will be based on the position of each item within the assessment; for example, certain items will be monitored more regularly than others (items affected by the transition plan and "at-risk" items).

Each action in the transition plan is associated with various indicators to evaluate its implementation, analyse its progress, and track the evolution of the emissions associated with it — i.e., its performance. Three categories of indicators can be distinguished:

* Implementation indicators: used to signal the status of an action.
  * Have the prerequisites been met?
  * Are the stakeholders involved in implementing the action committed?
  * Is the action scheduled? launched? in progress? completed?
* Monitoring indicators: used to steer the activity data concerned by an action, enabling progress to be tracked by providing intermediate results of the action.
* Performance indicators: used to identify improvement in terms of carbon impact observed since the implementation of an action.
