# The different elements verified

The [Bilan Carbone® method](/compliance-framework/annexes/bibliographie.md#methode-bilan-carbone-r) is a comprehensive approach whose objective is to sustainably engage and support organisations in their low-carbon transition. To do so, its scope covers:

* internal and external mobilisation around climate issues, data collection (as this is also external) and driving action
* the calculation of emissions across an exhaustive scope to identify significant categories and climate vulnerability,
* the definition of transition plans tailored to the emission profiles of the organisation, a project or a product,
* the definition of reduction targets and the development of emission reduction trajectories compatible with the Paris Agreement and sector-specific scenarios,
* the establishment of a continuous improvement approach to enhance the process and monitor emissions and the action plan over time

Thus, any candidate tool seeking recognition of compliance with the Bilan Carbone® method must be aware of the holistic approach that the method promotes.

If the candidate tool is part of different offerings that do not all meet the expectations of Bilan Carbone® compliance, ABC reserves the right to validate compliance only within the framework of a sufficiently comprehensive offering. If the candidate tool obtains validation from the auditors, communication regarding its compliance must be fully transparent, mentioning the conditions for obtaining it, i.e. the minimum offering required in which the tool meets the requirements of the Bilan Carbone® method.

The assessment of a candidate tool's compliance with the Bilan Carbone® method is based on the following 5 verification axes:

For each of the 5 axes, several verification criteria are proposed. These criteria are differentiated according to whether they are mandatory or non-mandatory (optional). Furthermore, certain criteria adapt to the purpose of the tool: organisation, projects or products.

With the introduction of maturity levels in the 2025 Bilan Carbone® method, ABC has chosen to base the compliance framework on the Bilan Carbone® Standard level.

Candidate tools must therefore meet criteria enabling all of their users to carry out both their first Bilan Carbone® at the Initial level, and subsequent ones at the Standard level.

If candidate tools enable their users to progress as far as completing an Advanced Bilan Carbone®, this will be recognised as added value.
