# Prerequisites for compliance

To ensure the construction and maintenance of a carbon accounting tool of sufficient quality to carry out Bilan Carbone®, the organisation carrying the candidate tool must meet certain criteria:

* [x] At least one person within the product team of the organisation carrying the candidate tool, or at minimum within the technical team, is trained in the Bilan Carbone® method.
* [x] The organisation carrying the candidate tool is a signatory of the [Carbon Accounting Communication Charter](/compliance-framework/annexes/bibliographie.md#charte-de-communication-autour-de-la-comptabilite-carbone).
* [x] The organisation carrying the candidate tool is a member, or in the process of becoming a member, of [ABC](/compliance-framework/annexes/glossaire.md#lassociation-pour-la-transition-bas-carbone-abc). A period of up to 2 months after obtaining compliance will be granted to the organisation carrying the candidate tool to join ABC; failing which, compliance may be suspended or withdrawn. Membership of ABC is also mandatory throughout the entire duration of compliance once it has been obtained.
* [x] Carry out a self-assessment providing, for each criterion, an evaluation of the response to the criterion and a justification. [The self-assessment grid is available in this repository](/compliance-framework/compliance-procedures/grille-daudit-de-mise-en-conformite.md).
* [x] The organisation carrying the candidate tool must provide the version number of the tool to be audited.

* If any of these prerequisites is not met in advance, or within the allotted timeframes, ABC reserves the right to refuse the tool's assessment or to withdraw or suspend its compliance.
* If any of the prerequisites is not met within the allotted timeframes and the compliance of the candidate tool is blocked or withdrawn, the organisation carrying the tool will nonetheless be required to pay the amounts due for services rendered.
