# Critère C.3 - Caractérisation des actions du plan d'action

Avec la définition d’action pour construire une feuille de route opérationnelle du plan de transition, il est nécessaire de pouvoir mettre en place une gestion de projet de la mise en œuvre et du pilotage de ces actions. 

En effet, si un outil permet la création d’un plan d’action regroupant des actions complètes et structurant une stratégie de transition bas carbone, il est nécessaire que ces actions soient suffisamment clairement définies pour faciliter leur mise en œuvre. 

Si cela permet de caractériser les actions et d’en évaluer la faisabilité, les informations intéressantes ici servent également à la sélection des actions à mettre en œuvre, en s’intéressant par exemple : 

* Aux postes d’émissions concernés par l’action 
* Aux moyens humains, techniques et financiers nécessaires ou disponibles 
* Aux critères de sélection et de priorisation des actions, comme les potentiels de réduction, les coûts, les prérequis, etc.. 
* Au pilotage de ces actions, notamment aux équipes ou responsables de l’action
